Parliamentary panocracy

On a large scale, would a 'parliament' or 'executive' in a panocracy be elected or appointed and by whom?
This is an example of how panocracy does not need big changes in systems and structures, it is more about how they are used. So in this case we can still have a parliament with MPs being appointed by election. The point about the being appointed is that they do not "represent" the people who elect them. They would be appointed to do their best to help make the best decisions they can. In a panocracy, these decisions would have to have sufficient consent from the people affected by them.
