Yardsticks for empowerment

To be empowering an action must do at least one of the following three and be consistent with the other two:

1. Support people to be aware of more of the possibilities in any situation

2. Support people to develop the knowledge and abilities to act on more possibilities

3. Honour people's right to choose for themselves what to do in any situation and encourage them to do so
